University of Georgia Cooperative Extension Service CYFAR uses a five-tier evaluation model modified from the evaluation model developed by Jacobs (1988). Jacob's evaluation model is all-inclusive with measurement activities incorporated into all steps of the total programming process. The five tiers are:
  • Program definition
    • Document needs
    • Identify assets
    • And define project
  • Accountability
    • Does the project serve the intended audience?
    • Does the project serve the targeted audience by the method or manner initially proposed?
  • Understanding and refining
    • Improve the project
      • By providing mechanism for feedback from staff, participants, and stakeholders
    • Redefine project based on feedback, this step in the process allows for the dynamic nature of families and communities and the need for flexibility.
  • Progress toward objective
    • document project effectiveness and outcomes (do so in relation to project goals and objectives)
  • Program impact
    • demonstrate long-term improvements in quality of life
    • demonstrate program sustainability
Georgia NCP local projects are targeting groups that have not previously been a focus for CYFAR Georgia. Because of the nature of working in unfamiliar territory and using an innovative approach it is of utmost importance that all programming and evaluation steps be enacted in a meticulous manner.
