Remember! The Lead-Based Paint Pre-Renovation Education Rule (Lead PRE) applies only to renovations performed for compensation! Please begin contacting contractors in your area. It is imperative that we begin educating contractors about Lead PRE!

Why is lead-based paint dangerous?

Lead poisoning due to ingestion of lead-based paint, chips and dust is the number one environmental health problem for children.

What are the Lead-Based Paint Pre-Renovation Education Rule (Lead PRE) educational campaign objectives?

This project will train FACS extension agents to inform contractors how to comply with the Lead-Based Paint Pre-Renovation Education Rule (Lead PRE).

What is the Lead-Based Paint Pre-Renovation Education Rule (Lead PRE)?

Lead PRE is a Federal regulation affecting contractors, property managers and others who perform renovations for compensation in residential housing that may contain lead-based paint.

What kinds of housing does Lead PRE apply to?

Lead PRE applies to residential housing and apartments built before 1978. What kinds of housing are exempt from Lead PRE?
  • Housing built in 1978 or later.
  • Housing for the elderly or disabled persons (unless children will reside there).
  • Zero bedroom dwellings (studio apartments, dorm rooms, etc.).
  • Housing or components that is declared lead-free by a certified inspector or risk assessor.
  • Emergency renovations or repairs, that is, some unexpected occurrence which would result in damage, harm or severe inconvenience to the resident. Minor repairs and maintenance that disturb two square feet or less of paint per component.

Who must follow Lead PRE?

Anyone whose compensated work disturbs paint in housing built before 1978, including:
  • Residential rental property owners/managers
  • General contractors
  • Special trade contractors, including:
    • Painters
    • Plumbers
    • Carpenters
    • Electricians

Who are we targeting with our Lead PRE program?

CONTRACTORS! What does Lead PRE require contractors to do?
  1. Distribute the pamphlet Protect Your Family from Lead in Your Home to the owners and occupants before starting renovation work.
  2. Obtain confirmation of receipt of pamphlet from owner and occupants or a certificate of mailing from the post office.
  3. For work in common areas of multi family housing, distribute renovation notices to tenants.
  4. Retain records for THREE years.
