Moving Communities from NIMBY
Lot size, minimum size, set-backs, and other controls
Anti Manufactured housing
Anti Rental and/or Multifamily housing
Although some subdivision regulations and other land use requirements may be necessary to maintain a high quality of life, excessive restrictions, such as minimum lot and house size, limit the supply of affordable housing for a community’s workforce, the elderly, and other citizens. Some communities do not permit multi-family or manufactured housing development anywhere in the jurisdiction. And, even if zoning rules allow the construction of these affordable housing options, NIMBY sentiments often terminate or delay development efforts.

Permit fees and streamlining the review process
Impact fees including financing public infrastructure
Erosion control and other environmental requirements
Unnecessary development cost increases are passed on to consumers. Although impact fees can be an efficient means of financing the needed infrastructure to support residential growth, when they are not proportionate to development costs, housing previously affordable to the workforce may become out of reach. Time is money and, complex and burdensome land development approval processes and environmental requirements can add significantly to the price consumers pay for housing.

Description:
This panel will discuss financial barriers from three perspectives: developers, lenders, and homebuyers and showcase best practices and ways to overcome these obstacles.
A sellers market in larger homes, coupled with higher profit margins and less financial risk, it is often difficult to interest developers in building affordable, workforce housing. Similarly, lenders are reluctant to provide construction loans or 30-year mortgages for smaller homes or manufactured housing. While many builders and lenders must be convinced that it is possible to make a living in affordable housing, prospective homebuyers need assistance in applying and qualifying for available mortgage support programs.
